This library guide is especially useful for the page about government documents, a subject upon which APA says far too little.

APA Formatting and Style Guide (Purdue University Online Writing Laboratory)

Based on the 6th edition of the APA Manual [Dana Reference Desk BF76.7.P83 2010].  Especially take note of the format for Nonperiodical Web Document or Report, usable for Web pages and online reports of many kinds.
