U.S. Congressional Publications provides the fulltext of hearings, debates, reports and other material produced by the United States Congress. In addition to other interesting documents, in 1970 the House Committee on Internal Security conducted a series of four extensive hearings on the Panthers, totaling over one thousand pages of testimony.
The default is to search in just the records of the documents ("Anywhere Except Full text"), but you can also click the drop-down on the right and change that to searching in full text, in subject headings, etc. You can specify a time period by clicking on and changing All Available Dates below the search boxes. Simply searching "black panther party*" in the full records should yield twenty-six documents. You could also look for individuals names, specific Panther programs, etc. in full text.
Use the check box next to the title in your results list to save a document, then click Email or Print in the upper right. Within each document, you can email, print, or create a permalink URL to that record. Most hearings should be available as PDF files. If not, email me; we should have print copies in our Government Documents collection in Alexander Library.
By default, the results of a search will be arranged in order of relevance; the documents that the database thinks will be the most relevant to your search will be closest to the top of your results list. You may want to resort chronologically by changing Sort by Relevance at the top of the results list to Sort by Date (Oldest First).
If you have trouble accessing full text, or have any questions, click Email Me, below the Your Footnotes, Bibliography tab.
