ExamGuard is a "self proctoring" software that some professors are requiring for online exams. It appears the software is an optional part of eCollege (RutgersOnline):

ExamGuard attempts to lock down the computer so that a student may not access other resources. *Neither OIT nor RUL supports ExamGuard.*
Please refer students to the computer lab at the Public Safety Building and laptops for any student who's truly in a jam. However, students should call the Center for Online & Hybrid Learning and Instructional Technology (COHLIT) at 732-932-4702 or email help@ecollege.rutgers.edu so that they can help make arrangements for an appropriate system to be available.
